Challenges in Effective Municipal and Regional Planning. This is a group assignment worth x% of your total mark. It involves the development and maintenance of a "wiki" on municipal and regional planning that will be worked on for the duration of the course.
This assignment addresses the following Program and Course Learning Outcomes (Essentail Competancies): - Policy Formulation;

- Democratic Responsiveness;
- Communication; and
- Professional Integrity.
To complete this assignment, you are to: - Identify and describe the major legislative, administrative and organizational provisions that are pertinent to the municipal and regional planning scenario that has been provided;
- Outline the possibilities and limitations that those provisions may impose on any solution(s) to the planning challenges facing the municipality;
- Sumarize the challenges and opportunities inherent in entering into collaborative planning and development projects with the First Nations organizations and other municipal governments in the region;
- Propose an ideal solution to the municipal and regional planning challenges and a supporting rationale for the proposal; and
- Describe an overall strategy for addressing the planning challenges, as well as intermediate steps that need to be taken
to implement that strategy. General Instructions: - Students are asked to organize themselves into groups of from six to eight and advise the instructor of the group's composition. The instructor will assist with this process if necessary.
- Each student's grade for the assignment will be based on two factors:
- A group mark assigned by the instructor for the final product; and
- An individual mark based on a student's contributions to the group's activity, as assessed individually (and anonomously) by the other members of the group, using the rubric outlined below.
- The assignment is to develop and maintain a "wiki" as a tool for analyzing municipal planning issues and developing creative responses to the challenges they represent. This tool, used in an interactive process involving a multi-disciplinary team, can facilitate the development of creative, cost-effective solutions to complex planning challenges.
- The scenario to be addressed is outlined in the document Municipal Planning Challenges
- You are to make your initial postings to the wiki before dd/mm. These postings should consist of a breakdown of the planning challenge into discrete, manageable segments. For each segment the major issues should be identified and your proposed strategy for analyzing those issues and seeking workable solutions should be summarized.
- It is up to each group to determine how it will allocate the tasks that need to be completed during the research and analysis process and how to combine those findings into the overall implementation strategy it would propose to the municipal Council.
- You are also expected to review the wiki's of the other groups to learn about resources and opportunities they may have identified and to contribute resources about which you are aware that may be beneficial to their deliberations. Do not view this assignment as a competition for grades between the various working groups in the class. The purpose of a wiki is to facilitate collaboration amoung multiple sources of expertise to arrive at a more complete definition of a situation. Therefore, you should view this assignment as an opportunity for all of the groups, in the end, to collaborate in developing a series of optimal solutions to this planning challenge.
- An acceptable outcome of this assignment would be the development of a single wiki representing the
